Numerous crash reports of shutdown hangs include suspicious annotations, indicating the kill actors timer was triggered after, for example, 1678 seconds. See https://crash-stats.mozilla.org/report/index/251ed56c-7c64-43f0-b7b5-503950241228#tab-annotations

I manually tested it on Windows and successfully simulated a case where suspending the system during quota manager shutdown caused the 45-second crash timer to fire prematurely.

We should address this issue since it appears that users often close the browser and immediately put their computer to sleep.
