Since you can only ever stop a page while it is loading, and you would usually only reload a page when it is not loading, these two buttons can be easily merged - the icon changes depending on whether the page is loading or not. Perhaps right-clicking the button would do the opposite of whatever is displayed, if you want to refresh while a page is loading, or want to stop animations or something after it is loaded. I'm against this idea, for one main reason: If you intend to stop the transfer, you will click the stop button. But what if the transfer completes just 1/10th of a second before you intend to manually stop? That will lead to dataloss. Suggest WONTFIX.

David's argument is probably the best reason to not implement this. I think it is also commonly agreed that UI elements should only perform a single function so this would only add confusion.
