I use the spam filter but always this email get into my email, I cant stop this and thunderbird dont make it well.

Please I detected a email spam and its allways go truth your police digital

But it says Thunderbird thinks this is spam, no? Have you set junk mail to be moved to the junk folder (see settings/account settings)?
The junk mail filter is trained on the data you receive, and set to junk based on what you previously marked as junk.
