Steps to reproduce:

  1. Select a region for a screenshot
  2. If Windows keyboard input is non-English (Russian in my case), Ctrl+C and Ctrl+S won't work
  3. Shortcuts work after switching input language to English

The keyboard shortcut is localized, but you can have a locale and a different keyboard layout - I'm not sure how we normally resolve this. :flod can you advise?

The shortcut should work using the key with the equivalent letter (с for S on the Russian layout?). Shortcuts are only localized when they use special characters (e.g. [) that need accelerator keys in some keyboard layouts.

For example, I assume CTRL+S works in a standard website to save the page?
