Prerequisites

1. Open links in apps is set to "Ask before opening"

Steps to reproduce

1. Open a tab with an app link (like Google maps) and reject the prompt to open in app
2. Open another tab and go to any website
3. Completely close and reopen fenix
4. Close the other tab that was opened in step 2

Expected behavior

The tab from step 1 becomes auto selected and app links prompt is not displayed unless user closes Tabs Tray or selects another app link eligible tab.

Actual behavior

The tab from step 1 becomes auto selected and app links prompt is displayed while the Tabs Tray is still open, which is confusing for the user

We should investigate this. Since the user might not understand why there is a prompt.
