Just adding some additional behaviour here. As discussed on Slack, we want the submit button to be inactive until both the required fields (dropdown and URL) are filled out. There is an error message for dropdown whenever it is invalid (including immediately after entering the reporter because there is no pre-selected value)

This issue is verified as fixed on Firefox Nightly 136 (2025-01-29) under Samsung Galaxy S24 Ultra, Lenovo Tab P11 (Android 13) and Xiaomi 12T (Android 12). Confirming that:
- the (optional) word is no longer displayed near the "Whats' broken?" field
- "Please choose a reason" error message is displayed on first form opening until a reason is selected from dropdown
- the "Send" button is disabled until the "URL" and "Whats's broken?" fields are both filled with valid values.
