Steps to reproduce:

Open history sidebar using cmd-shift-h
Attempting to use tab and shift-tab to navigate history sidebar.
Can't progress past first entry or use enter to open.

Actual results:

Elements in webpage are highlighted instead.

Expected results:

Would be helpful to be able to navigate history without using mouse

Thanks for the report! Just tested this myself. One tip which might help: once you tab to the first history entry ("Today") you can then navigate the list with the arrow keys, using left and right arrow keys to expand and hide the sub-lists, and up and down arrow keys to navigate days and links. I was able to use the Enter key to expand the first history entry ("Today") on macOS, v134.0.1.

I think that this is generally acceptable behavior. It matches the official APG guidance for listboxes with grouped options. Namely, the Tab key brings you to the control (the listbox itself) but does not move you throughout it.

One thing we could do here - I notice that tabbing to the first history entry doesn't highlight it in a way that looks "selected." I just get a dotted outline. We could theoretically make it look more clearly selected, as it is in the listbox example linked above.

To clarify Edward, are you using the new sidebar (sidebar.revamp set to true) or the current sidebar to view history? Because as Nathan said, you can navigate history using a combination of tab and arrow keys, which did go through accessibility review (for the new sidebar/history).

I tried to reproduce this issue on our end but it seems to work with Tab and the Arrow keys. I will close this with Works for me but we can reopen if the issue starts to reoccur.
