Windows, using "large fonts", many email options are hidden without indication.

Reproducible: Always

Steps to Reproduce:
1.  In windows... right click on background, "properties", "appearance", and
select "extra large fonts"
2.  In mozilla mail, select account, "view settings for this account".
Actual Results:  
In my mozilla, I see an "identity" box containing the text fields: "your name",
"email address", "reply-to address", "organization".  That's all.

To see "attach this signature" or "compose messages in html format", I must
resize the window.

The BUG here is that there is no visual indication that there are more items to
be seen.

Expected Results:  
There should be some visual indication that there are more fields/options in
this page.  scrollbar?  a more obviously ragged edge on the bottom of the box? 
Move the (non)html option to the top of the box?  something to make it either
visible or to clearly indicate that there is more on this page/pane to be seen.

I originally thought the "compose message in HTML format" option had been
removed as I could not find it anywhere.  Only when I found it again by accident
on the mac version did it occur to me that it may have been hidden.

(also with large fonts, Classic theme)

There may well be a bug for this already, but it's not easy to find.
