[rfe] add search/filter/view support for "subject is/isn't ascii"

or any other text field (not just subject).

I'm not sure if we could do any charset detection, we might.

if so, that would be cool, too.

I'm thinking along the lines of doing:

"subject isn't ASCII", useful for en-US users to filtering non en-US spam

sorry for the spam.  making bugzilla reflect reality as I'm not working on these bugs.  filter on FOOBARCHEESE to remove these in bulk.
