1944016 - Add new strings to tab context menu for switching to/from vertical tabs

Product/UX would like us to add strings in the tab context (right-click) menu for horizontal tab users to switch to vertical tabs and vice versa. Katie or Ania to update with final strings and placement of these strings in the menu.

Horizontal tabs: Tab Context Menu strings
Turn on Vertical Tabs
The option switches tab orientation to vertical. If a user has a show/hide sidebar button setting in the horizontal tabs mode, moving to vertical tabs resets their choice to the default vertical tabs behavior.

Vertical tabs: Tab Context Menu strings
Turn off Vertical Tabs
This option switches tab orientation horizontal and keeps sidebar visibility setting ON/show, so that the sidebar launcher is visible.
