194592 - Conn: 1.3b can't find any sites if it's launched before the computer is connected to the net

If Mozilla is launched while the computer is offline (i.e. NOT dialled in to an
ISP) then when the computer is later connected, Mozilla can't find any servers
or domains at all. It brings up a dialog box that is something like:
"www.whateverhost.com cannot be found. Please try again." It brings up this
window immediately, so it's not even trying to find a site.

If I quit Mozilla and restart it (while still dialled in), then it finds and
loads the pages fine.

If I disconnect from my ISP, but leave Mozilla loaded, then reconnect, it also
seems to work fine after reconnection. The problem only seems to occur when I
launch Mozilla while the computer is offline.

I am not using any web proxies.

This seems to be a brand new bug in 1.3b (1.3a worked fine).

Reproducible: Always

Steps to Reproduce:
1.Ensure computer is not connected to the internet
2.Launch Mozilla
3.Dial in to an ISP and connect to the internet
4.Attempt to find any web page using Mozilla

Actual Results:  
Mozilla does not load any web page. It immediately brings up a dialog box
telling me that the web site cannot be found.

Expected Results:  
Mozilla should have found the web site and loaded the page

I am not using any proxies. I am directly connected to the internet and have not
changed my settings since switching from 1.3a to 1.3b yesterday.
