Notification card is displayed for users who were previously using Review Checker and have migrated to the new experience

Notification card includes two buttons with a CTA. Users may click to keep the sidebar on the left or move it to the right

Notification card impressions and CTA clicks to be instrumented with telemetry to help us understand the choices existing users have made
