Opening and closing a new tab causes the existing tab to be scrolled to top

Steps to reproduce:
Webpage A was opened and scrolled approximately halfway down. I opened a new tab and then closed it using the keyboard shortcuts (Ctrl-T, Ctrl-W).
Actual results:
Webpage A ended up scrolled to the top of the page.
Expected results:
Webpage A should have remained at the scroll position before I opened a new tab. My system was not under memory pressure. This issue does not occur if I open and close a new tab using my mouse.
Upon further testing, this appears to only occur on one website (https://hansard.parliament.uk/), and does not occur with JS disabled, so I think this is probably a website issue rather than a Firefox issue.
