I think it would be consistent with the rest of Mozilla, if the manager windows
provided by PSM were accessible from the Tools menu.

Do we still want to implement this as an overlay? We already have stuff such as the new page info and login manager assuming that crypto is enabled.
This is partially implemented in an extension now.  
The "Cert Viewer Plus" Extension adds a "Certificate Manager" item 
to the Tools menus.  It brings up ONE of PSM's TWO manager dialogs,
a slightly enhanced version of the Certificate Manager.

The other one (that it doesn't bring up) is the CRL manager. 
That's still a big pain to bring up.
