Details
Even with sidebar.visibility set to hide-sidebar the sidebar is STILL visible in PBM.
Please add the option to disable the "collapsed sidebar" everywhere.

To reiterate the problem:
Currently when opening a new 'private' window that sidebar is always shown in the collapsed state,
this is not the case in a new 'normal' window.
Maybe adding an option to 'never show' the sidebar, similar to the Bookmarks toolbar,
would be the most straightforward solution.
