Steps to reproduce

1. Have multiple Tab Groups created using the same beginning letter for the Tab Group name (e.g Test 1, Test 2)
2. Reach the address bar and type the group tabs letter ( e.g T)
3. Observe the Tab Groups "Switch to Groupname" labels
4. Resize the browser and check again the Tab Groups "Switch to" groups labels

Expected result

• Tab Groups "Switch to Groupname" labels should be all visible in the address bar search when there are multiple Tab Groups

Actual result

• Not all Tab Groups labels are visible in the address bar search
• Tab Groups "Switch to Groupname" labels are to close to each other when resizing the browser

Not a Regression.

The difference between the two screenshots is that in one case the urlbar is in single row layout, while in the compact case it's in the double row layout, and then it looks like group labels are wrapping, but without any vertical margin.

In the single row case one of the groups is not appearing since it goes out of visible space. Probably groups should wrap all the time and not just in one case.
