Yes, it's not possible to create text directives from the second line onwards. This is because the context terms can't cross block boundaries, and the content of each block is identical. Therefore, there cannot be a prefix/suffix combination which points to something that's not in the first line. This is a limitation in the current state of Text Fragments.
