This page, http://www.unos.org/qa.asp  , does not fully display on trunk build
2003022408, Windows 98. Tested with a fresh profile. When the page is first
loaded, a scrollbar on the right side initially shows that the page is several
screens long. Suddenly, however, the scrollbar grows in height. You can't scroll
down to see the rest of the content. Furthermore, at the top of the page are
anchor links. Those are broken because you can't scroll down.

Works fine in Netscape 7.02. Probably a regression.
Resizing the window vertically will cause a vertical scrollbar to appear
briefly, before disappearing again.
All the content is inside a div with id="sizer" which is set to a height of
"356px".  So the content overflows that div.  But the table cell around it
should be sizing to include its overflow area, no?  Is it returning the right
overflow area?

it will display the content of the div down to the last paragraph (if the tree
opens sometime)
The overflow is visible now that bug 173277 is fixed, but the scrollbar does
not appear.  It appears briefly if you resize the window but then disappears
again.  The remaining (scrollbar) problem is probably the same as bug 211641.
