When cancelling Finish setup / Firefox setup, its icon won't disappear

Steps to reproduce:
- Be partially through Firefox setup.
- Instead of finishing it, go to about:config and set app.normandy.enabled to false.
Actual results:
The "Finish setup" Firefox icon is still present, but inactive. Clicking on it doesn't do anything.
Expected results:
The "Finish setup" Firefox icon should be gone. Or for a non-about:config solution, each "Finish setup" prompt window when starting Firefox should give an option to permanently decline, removing the icon.

Mhissong, can you please add more details to this defect? Where did you install the build from, what type of extension did you used for build install? as I am not able to reproduce it on Win11 x64 using latest builds. Thank you.
