Steps to reproduce

1. Have at least 8 free tabs.
2. Right click 6 tabs and create 6 individual Tab groups.
3. Right click on the first free tab and select Close tabs to the right from the context menu in order to close All 6 Groups.
4. Reopen each tab group from the List all Tabs menu.
5. Repeat the process again with Close tabs to the right.

Expected result

• Tab groups should be saved in the List all Tabs menu when the user Selects Close tabs to the right

Actual result

• After Closing Tab groups with the "Close Tabs to the right" option will cause some of them to be permanently deleted.
• Recently Closed Tabs will not restore those lost Tab groups, only their tabs are restored
  "Close Tabs to the Left" and "Close other tabs" options do not cause this issue.
