Vertical Tabs + Bookmarks Toolbar "Only Show on New Tab" is awkward

The bookmarks toolbar is displayed under the full width of the primary toolbar, which means that whether or not it is present changes the vertical height and offset of the sidebar where vertical tabs are displayed. This can lead to awkwardness when the bookmarks bar is configured to "Only Show on New Tab", as switching tabs to/from the newtab page causes the height and offset of the sidebar, and thus the location of all tabs in the sidebar, to change.
It may be nicer if the bookmarks toolbar did not extend over the sidebar, especially when configured to only display sometimes, so that its presence wouldn't impact the position of sidebar content such as vertical tabs.

There's some detail and background on why we ended up with the sidebar below the full width bookmarks toolbar in bug 1893214. The original intention was indeed to have the bookmarks toolbar show up to the right (in LTR) of the sidebar, essentially the column above the content area. That would have been quite an invasive change though that introduced regression and performance risk and we elected to leave it as-is for now to keep scope manageable. As the new sidebar reaches feature complete its probably a good time to dust off this decision and prototype the original layout and see how feasible and what level of effort that would be.
