Steps to reproduce

1. Sign into Sync with an existing account or create a new one
2. Open the FxA Sync Menu from the Avatar icon
3. Observe the options from the menu

Expected result

• "Mozilla VPN" and "Relay" should be displayed under the "Try other protection tools from Mozilla" section

Actual result

• "Mozilla VPN" and "Relay" are not displayed under the "Try other protection tools from Mozilla" section

Regression range

• I am unable to determine the regression range as these options are not displayed on older builds as well
