The GPU process via Task Manager claims 50-60% CPU load (on my Windows laptop "hathor"), which continues even when the tab is not selected or the window is minimized, but closing the tab or hitting back a couple times makes the cpu usage return to normal/idle.
In the profile, nothing looks huge, and there doesn't seem to be any GPU process threads that look very busy, though there's a ton of spread out wake-ups on the Compositor thread, and its "Stack Chart" on the profile shows constantly intermittent work.

After restarting Nightly [to install an update], it isn't happening again, so IDK, maybe a bad state, but we'll just park this until we see it again.
