Preconditions

• Enable Vertical Tabs
  Have the default size of Window.

Steps to reproduce

1. Create a tab group.
2. Right click any Tab group.

Expected result

• The Manage Tab groups and Create Tab group panels should open to the right side of the label inside the browser.

Actual result

• Both panels open to the Left side of the Tab group Label outside of the Firefox Browser.
  This issue also occurs on RTL builds only it shows to the Right of the Group Label.
