In the spec, the options are defined with

};

    optional FileSystemCreateSyncAccessHandleOptions options = {});
};

interface FileSystemSyncAccessHandle {
  ...
  readonly attribute USVString mode; // available via attribute
};

The implementation should be gated behind the related preference.

In the scope of this bug, the options can be passed all the way to FileSystemDataManager where locking is done.
