The easy set up checklist is currently available in a rollout.

We received the following feedback "Probably if an extension syncs in, we should select the "Add an extension" as done. And since the data that sync'd in was a ton of daily browsing history going back months, it might be reasonable to consider that I just did "import" from a previous browser and check that option too."

The scope of this bug is to investigate alternative attribute-level targeting parameters for the extension and import items that take the feedback above into consideration. Then, update the rollout recipe and relaunch if appropriate.
