1950229 - [meta] Get desktop and Android builds and tests of application-services working on oak

This is another meta-bug for moving app-services into moz-central. This can be thought of as the "build" related issues for the larger task - for example, it will include things like:

• Making sure that "desktop" builds of application-services work such that engineers working on the components have a work-flow for changing and landing code there. Notably, this includes Rust tests working ergonomically (eg, ./mach rusttests probably isn't quite suitable until it allows for individual crates to be specified)
• Making Android builds work such that fully functional Fenix and Focus builds are created.
• etc

For ease of tracking, this particular list of bugs will not include iOS builds, stand-alone releases of android-components etc.
