Preformatting text can lead to weird 1.5cm spacing

Selecting text and choosing the composition style "Preformat" can cause the text
to be transformed to huge spacing between the lines.
Reproducible: Always
Steps to Reproduce:
1. Make a new mail folder
2. Grab the attachment that I will attach here and overwrite the mail folder
with it. It will be a .gz compressed text file.
3. Select the message in the folder and copy some complete lines of text from
the message.
4. Open a new message composition window.
5. Click on the first blank line in the message.
6. Paste the text.
7. Highlight that text.
8. Choose the "Preformat" style.
Actual Results:
The text goes to very big spacing.
Expected Results:
I would expect the text to appear without the very big spacing.

...so given the recent attachment, you can start at step 3 except select from
the html attachment instead

This still happens in 1.4. Every line of text that ends with a <br> is
surrounded by a separate pair of <pre></pre> tags; the entire paragraph could
instead be surrounded with <pre></pre> and the <br>'s stripped off. (See the
odd behavior for the third line in the sample code, which contains a newline
character (before the { character) and a <br>.)
If the message is saved and then reopened, the composer window displays the text
in a much more reasonable fashion, so the wide spacing between lines is entirely
a glitch of the original paste operation (maybe the <br> is being maintained
internally on the paste, and then stripped out while saving the file as a
draft).
