Steps to reproduce

1. Have 2 Tab groups with 4 tabs each.
2. Select 3 Tabs from the Second group as well as a free tab.
3. Right click the selected Tabs and Open the Add Tabs to group submenu.

Expected result

• Both Tab groups should be displayed since there is a free tab with the rest of the selected tabs.
  Adding the selected Tabs to the group that already has a few of those tabs should only add the free tab.

Actual result

• If there is a single Tab already inside the Group, the Tab group is not displayed in the Add Tabs to group submenu.
