When running the applink startup test we measure visual completeness to determine when the page has loaded.

We crop out a section of the screen to get this visual completeness, which does not include the toolbar.

However a user will think if the toolbar has not completed loading the page is not done loading.

This bug is to expand the visual area being compared for visual completeness to include the toolbar.
