unable to click always button in push notification when toolbar/address bar is at bottom

Steps to reproduce:
Open a site and login
It will prompt for enable push notification
On clicking a popup appears with never and always button
But always button is not clickable if address bar is set to bottom. However never button works fine
However if address bar set to top , I can click always button
