Environment:
Operating system: Windows 11
Firefox version: Firefox desktop 135/136/138
Preconditions:
- Requires a tablet with Windows and pen (orginal reporter tested with Lenovo X1 tablet)
Steps to reproduce:
- Go to https://maps.google.com
- Navigate the map with touch gestures.
- Switch to pen and use it to navigate the page/map.
- Try navigating the map without the pen, doing touch gestures.
Expected Behavior:
The map can be moved with touch gestures.
Actual Behavior:
No longer responds to touch gestures, only the pen.
Notes:
- We couldn't verify this on our own since we do not have a windows tablet with pen but moved it here since the user reproduced regardless of the suggestions given
- Reproduces regardless of the status of ETP
- Reproduces in firefox-nightly, and firefox-release
- Does not reproduce in chrome

Since nightly and release are affected, beta will likely be affected too.
