Steps to reproduce:
Enable both 'Vertical Tabs' and 'Expand sidebar on hover'.
Firefox 137.0b7(64-bit), windows 11 24h2 26100.3194
Actual results:
A poput-ment/hint is blinking over the sidebar field, than it appears on the right of sidebar.
Expected results:
The popup-menu/hint ( It shows title of webpage and links) would popup on the right of sidebar with no blinking.

The Bugbug bot thinks this bug should belong to the 'Firefox::Tabbed Browser' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

This was still in development in 137, which is why it was behind a pref. I'm not seeing that issue with the tab preview in 138 Nightly, are you?
