The captcha can be unblocked with client.px-cloud.net,client.px-cdn.net but it does not pass even with ETP completely disabled. It just keeps prompting to "try again" so there is a separate problem unrelated to tracking protection.

On one machine (linux), Turning off ETP will allow the captcha to load, but it just cycled again - i.e. I see the bug still. (repeatedly, including after testing windows (below)).
On another of my machines (windows), I first didn't get the captcha. I closed the PBM window, reopened, and (after disabling ETP) got the captcha. Completing it took me to the site (i.e. WFM).
On a third machine (also windows), I never get the captcha. (WFM)
Note: all of these are on the same external IP.

This bug has been fixed by a permanent intervention.
