float: left tables with percent width specified and sum of percents = 100 rarely
fit on one line.  They should always fit on one line.

Reproducible: Always

Steps to Reproduce:
1.Display attached testcase.
2.Adjust window width
3.Observe wrapping behavior varies with window width.

Actual Results:  
Tables that should fit on one row don't.

Expected Results:  
10 rows of tables.
