The MessagingExperimentAction code reaches into ExperimentManager. Bug 1928476 is chaning the way that the API of ExperimentManager such that these calls are no longer correct. We're removing Normandy anyway, so we can go ahead and remove this action now -- it has been dead code for a long time, anyway.

Bug 1928476 is changing the ExperimentManager's onRecipe API and this
action calls into it. We could update it, but Normandy client is slated
for removal.
