Steps to reproduce

1. Set browser.tabs.groups.smart.enabled=true in about:config
2. Open a few tabs
3. Right click any tab and select Add Tab to new group
4. Click Suggest tabs to group
5. Click Continue button
6. Wait for the download progress bar animation

Expected result

• Loading bar progress animation should be displayed properly

Actual result

• Progress bar animation is not displayed properly
• No progress is seen on Ubuntu and for Windows the loading progress does not fill in the whole bar
