1956132 - Update Desktop Relevancy client to pass in the remote settings service

This is needed to remove the old/deprecated new remote settings API. Also, I think relevancy might not be working at all after some upstream changes -- we just never noticed it because it's behind a feature flag.

in app-services that I'm hoping will make the LateWriteErrors go away.
