Details

Ability to update a bookmark to the current page. Ideally should also store the
scroll position in the page as well. This makes the bookmarks more dynamic so
that if I am reading a multi-page document I can stop, update the bookmark and
come back later.

How about a button titled "Update to Current Page" (or similar) in the Bookmark Info window?

I don't think UI in the Manager makes much sense, because most people see the Manager as its own "page" and don't think of the idea of there being a page "under" the Manager. (We had/have a bug on Cmd-D while viewing the Manager bringing up an Add Bookmark dialog for the "underlying" page, though I can't find it at the moment.)

I think, however, that a contextual menu item for bookmarks in the Bookmark Bar makes the most sense for that UI.

The scroll position part of this bug report is probably covered by the existing Core bug(s) on that issue, since remembering scroll position is something that Core handles, IIRC. It should definitely be a separate bug even if there is a Camino aspect to it.
