We have a blocklist for the desktop compositor on Windows 10 with nvidia gpu and mixed refresh rate monitors due to flickering artifacts when scrolling/animating, this is no longer needed because Windows patches have changed the manifestation and trigger criteria drastically (it is far more difficult to trigger now, no longer is specific to nvidia, and can happen on a single monitor, and happens on Windows 11 as well).
Since the manifestation and conditions have changed and users have been asking us to remove this blocklist entry, we should do so.
