The problem with PDT+ bug 3118 was:

Disney has meta without enclosing quotes, which looks like 50+ attributes
to the parser. After dealing with attributes, the parser appends 3 more
attributes for the charset system. Because the key/value arrays are
fixed size, we couldn't add them, and the charset library was asserting.

It's way past time to eliminate this problem. I've checked in a hack
to work around it.
