Summary: some text in webpage is displayed as garbage → some text in webpage with .txt extension is displayed as garbage

Just adding some details about the issues. The crux is that no encoding is set by the web server, so the browser has to guess, and Firefox's guess is wrong. According to this helpful site, it seem to me that the file is interpreted as Windows-1252 (or ISO 8859-1) instead of the correct UTF-8.
