Enable clients of nsIHTMLEditor to specify default styles which will be applied
when editing, unless explicitly overridden by the user.

I should probably add a |ClearDefaultStyles| method to nsIHTMLEditor.  I'm
thinking about clients like NIM where the user could change on the fly what
their default styles are.
