Steps to reproduce:

I updated Thunderbird.

Actual results:

And now all messages in Local Folders named in non-latin characters are not accessible. No interaction with messages in message list pane except starring.

Expected results:

Messages should be accessed in folders named in any characters allowed for user's file system.

Which OS are you using? And do you have an special folder system settings?
Can you tell us the full path to such a folder? (Check account settings | Server Settings | Local Directory to see where things are)

Windows 10. No special folder settings that I am aware of.
C:\Users\ГЦТО\AppData\Roaming\thunderbird\Profiles\grs7yarb.default\Mail\Local Folders\Винница
If I rename folder i.e. file containing messages to smth latin (...\Local Folders\Vinnitsa) everything will work as it should.

Is that on an ntfs file system?

It is on ntfs.
