when fixing bug 1955095 and regression bug 1957612, there was better understanding of always try to show a content and not fall back to error state including wanting to show the sitename even if we don't get it from the reader mode article. this can be the domain, so combined with bug 1957612 showing the filename as title, this should give a better sense of what the page being previewed is

additional requirement to handle error state when inference engine might throw an error or reader mode is not supported for the url.
