Move strings used by weather suggestions from enUS-searchFeatures.ftl and into proper l10n files so they can be localized.

I asked Brent, Josh, and Nive, and we need to make two small related tweaks as shown in this Figma:

Update the result menu:

Report inaccurate location
Show less frequently
Don’t show weather suggestions

Update the message that's shown when weather suggestions are dismissed:

Thanks for your feedback. You won’t see weather suggestions anymore.
