When dragging or selecting a tab it forcibly moves it to the end of the tab bar.

User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:137.0) Gecko/20100101 Firefox/137.0

Steps to reproduce:

I simply click on a different tab and it moved the tab forcibly to the end of the tab window and happens every once in awhile, For unclear reasons.
Only became an issue after updating to 137.0
Acts as it would if you pressed move tab to the end, But without actually selecting it.

Actual results:

I clicked on the tab and it got moved it to the end of tab bar.

Expected results:

What should have happened is the tab should've stayed still and it shouldn't have moved to the end of the tab bar, Just because I clicked on it.

The Bugbug bot thinks this bug should belong to the 'Firefox::Tabbed Browser' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

I am not able to reproduce the issue on Win11x64 using Firefox build 137.0.1.
Does the problem still happen if you start Firefox in Safe Mode? (Safe Mode disables add-ons, extensions and themes, hardware acceleration and some JavaScript stuff in order to exclude some possible reasons for problems.) Yes that was indeed the first thing I tried to fix it, also something I forgot to mention it also happens when opening new tabs around three or four but again only happens sometimes so its just a matter of chance.

This issue may have been fixed already in Firefox 138, that will be available on April 29, so if you could either check with it, or install Firefox Beta and see if the issue happens there, it would be very valuable.
