1959450 - Re-enable several StreamFilter tests

Several streamfilter tests are disabled, sometimes for years for various reasons:

I recently fixed a potential cause of intermittent failures (bug 1940471) and successfully ran the test locally on macOS and Android, debug builds, with --verify. There have also been many other changes to the implementation over the past few years, which might also have contributed to the tests having become more reliable. So let's try re-enabling the tests.

... and fix up test_ext_streamfilter_multiple.html so that it passes
with the http2 and http3 https-only test servers.
