We would like to enable the ToS feature flag by default in Firefox Android 138+ regardless of channel (Nightly, Beta, Release). We don't want to remove the ToS feature flag yet, in case we need it for some experiments. We just want to change the feature flag's default value.

We'll want to uplift this change to Beta 138.
