Missing video scrollbar in portrait mode

Steps to reproduce:

  1. Go to https://lf-tk-sg.ibytedtos.com/obj/tcs-client-sg/resources/video_demo_hevc.html
  2. Open first video
  3. Observe the absence of the video scrollbar.

Actual results:

On some videos that use the built-in Firefox player for playback, the scroll bar disappears. Accordingly, I will not be able to skip the video.
This happens not only with the above-mentioned site, from time to time I come across video files, when playing which the video scrolling is absent.
I can give another such example on one n-s-f-w site, the name of which is a type of one of the "rodents". The peculiarity of this site is that if there are no subtitles - the scroll bar does not disappear. There is a subtitle button - no scroll bar. Unfortunately, the "Web compat" policy does not allow to consider such cases, so I only mentioned it in passing.
The example video I linked above does not have a subtitle button. However, the video scrollbar is missing.
It is worth noting separately that if you rotate the phone to landscape mode, or full-screen video mode, the scroll bar appears. However, when you return to portrait mode, the scroll bar disappears again.

Expected results:
